In the year 2274, war and overpopulation have devastated the outside world. Humanity's remaining survivors live inside the sealed Domed City, where a powerful computer oversees a seemingly carefree existence filled with comfort and indulgence. There is, however, one absolute rule: no one is permitted to live beyond the age of thirty.

Those who attempt to escape this fate are called "runners," fleeing the city in search of a mysterious refuge known as Sanctuary. Logan 5 (Michael York) is a Sandman, one of the city's elite enforcers responsible for hunting them down. But when Logan himself is forced to become a runner, the hunter suddenly becomes the hunted. Together with Jessica 6 (Jenny Agutter), he ventures beyond everything he knows in a desperate search for Sanctuary and the truth behind their world.
